HEB’s coupon policy can be found here. No doubles, no triples, no overage, etc. For the most part, HEB is one of my “staple” stores. Prices are low, availability is good, and the cashiers usually know their policies better than the ones at other stores.
*Note, as usual, HEB has lots of buy this, get this free deals. I only think these are a good deal when you need, and will use, EVERY part of the deal. Otherwise, it’s just not worth it. Usually, I can do better buying items separately.
